Time is Running Out: Vermonters Must Act NOW to Repeal Costly Energy Mandates

Vermonters voted for change in the last election, reshaping the legislature—but despite that, just six representatives on a single committee are blocking the repeal bills from even being considered. Out of 180 legislators ready to act, six of them are holding the process hostage.

Vermonters who want to repeal the GWSA and AHA/CHS need to act now. The House Committee on Energy and Digital Infrastructure is refusing to even consider repeal bills, keeping these costly policies in place with no debate. In order for these bills to have any chance of passing this year, they must be taken up and moved forward before the March 14th crossover deadline.

If Vermonters want these costly mandates repealed, they must demand that this committee stop stalling.

Why This Matters

🔴 Heating Costs Will Keep Rising – The Clean Heat Standard forces fuel dealers to buy carbon credits, increasing costs for heating oil, propane, and other fuels that thousands of Vermonters rely on.

🔴 Rural Vermonters Will Be Hit Hardest – With fewer energy alternatives available, many rural residents will pay the highest price under these mandates.

🔴 Mounting Legal Challenges – The GWSA has already led to lawsuits against the state. In late 2024, the Conservation Law Foundation sued Vermont’s Agency of Natural Resources, alleging non-compliance with statutory duties under the GWSA. Such legal actions could result in costly litigation, diverting state resources, and potentially leading to even stricter regulations.

🔴 Phase-Out of Combustion Engine Vehicles – Vermont is moving toward banning sales of new gasoline-powered passenger cars by 2035, aiming to transition entirely to electric vehicles. This shift could limit consumer choices and impose financial burdens on those unable to afford new electric vehicles.

🔴 Wood Heating Under Threat – Environmental groups are already pushing for restrictions on certain wood fuels under the Clean Heat Standard, citing emissions and health concerns. Activists are arguing that wood-burning does little to reduce carbon emissions and carries health risks. If these voices prevail, Vermonters who rely on wood heat could be facing new regulations in the future.
