Vermont’s blotter this week ran heavy on drugs, break-ins and impaired driving. A federal judge handed down a six-year sentence in a Windham County guns-and-drugs case, troopers chased down a wanted man at a Newbury burglary, and a Rutland man was charged with torching a community center. All charges are allegations, and those accused are presumed innocent.
Addison County: State police are seeking information after a hit-and-run in Goshen. Troopers say a 2007 Subaru Impreza crossed into the oncoming lane on Gap Road near Hathaway Road around 1:11 p.m. June 4, left the road and struck a tree. The operator fled before troopers arrived. Anyone with information is asked to contact the New Haven barracks. Read more
Bennington County: Troopers are asking for help identifying a man they say burglarized Dwyer’s State Line Beer and Wine on U.S. Route 7 in Pownal early June 7. Investigators say an unknown male in dark clothing forced entry around 12:59 a.m., stole numerous items and left on foot about 40 minutes later. Photos were released by the Shaftsbury barracks. Caledonia County: A Wells River woman faces a DUI charge and two counts of cruelty to a child after a crash in Ryegate. State police say Sarah Higgins, 33, struck a guardrail on Scott Highway around 10:50 p.m. June 8 and showed signs of impairment, with a 2-month-old and a 2-year-old aboard; neither was injured. She is due in Caledonia County Superior Court June 29. Read more
Franklin County: State police cited Larry Garrow, 38, of Richford with burglary and grand larceny in the theft of an ATV and tools from a Fletcher business. Garrow, already incarcerated at Northern State Correctional Facility, was cited to appear in Franklin Superior Court on July 21. Troopers say others may have been involved and are still trying to recover the stolen red Yamaha Grizzly. Read more
Lamoille County: Stowe police have identified two Barre residents as suspects in a fatal drug sale. Investigators say a 30-year-old Stowe man was found dead at his Maple Street home March 8 from a cocaine and fentanyl overdose after traveling to Barre the day before. Mikayla Manning, 32, and Dillon Franks, 35, are accused of selling regulated drugs with death resulting. The investigation remains open. Read more

Orange County: State police arrested Jefferey Emerson, 35, after a reported burglary on U.S. Route 302 in Newbury the morning of June 9. Troopers say Emerson ran from a neighboring home, was chased down on foot and threatened a person at the scene while holding three active warrants. Charged with resisting arrest and criminal threatening, he was arraigned in Orange County Criminal Court and lodged on $15,000 bail. Read more
Orleans County: A traffic stop on Main Street in Orleans on June 4 led to three people facing charges or arrest, state police say. Driver Robert Elliot, 63, of Glover was cited for possession of cocaine; passenger Allie Duda, 39, of Morristown was cited for possessing regulated drugs without a prescription; and Lucrezia Lachapelle, 52, of Lyndon was held at Northern State Correctional Facility on a warrant. Rutland County: A Rutland man is charged with first-degree arson and false reports after a fire that caused extensive damage to the Rutland Recreation Community Center. Police say the May 27 fire started in a locker room; following an investigation, Terrell Obara, 25, was arrested and scheduled for arraignment June 8. If convicted, he faces two to 10 years in prison. Read more
Windham County: A Grafton man was sentenced in federal court in Rutland to six years in prison on drug and firearms charges. Prosecutors say Terry “TJ” Russ, 44, sold a “ghost gun,” ammunition, fentanyl and cocaine to an informant; a firearm tied to him was later used in a 2024 shooting that wounded a Springfield, Massachusetts, officer. Russ pleaded guilty in November and forfeited a dozen guns. Read more
Windsor County: State police clocked a South Burlington driver at 108 mph during speed enforcement on Interstate 89 in Sharon, where the limit is 65. Troopers say Wesley K. Coleman-Williams, 28, was stopped without incident the morning of June 8 and cited for excessive speed and negligent operation. He is due in Windsor County Superior Court on August 25. Read more

Troopers say Troy Pecor, 30, of Richford smashed in the door of a River Street apartment and caused other damage during an altercation June 8. He was taken into custody at the scene and cited to Franklin Superior Court. Read more
St. Albans Barracks / Sex Offender Registry Violation – Georgia
State police say Glenn Canaday, 33, of Georgia failed to comply with Vermont Sex Offender Registry requirements. He was cited June 9 and is ordered to appear in Franklin County Superior Court on July 6. Read more
St. Albans Barracks / Unlawful Trespass – Richford
Troopers say Lee Dumas, 42, entered the Richford Health Center on June 9 after a prior notice of trespass. He was cited to appear in Franklin County Superior Court on July 21. Read more
St. Johnsbury Barracks / Domestic Assault – Topsham
State police say Deborah Hart, 56, of Topsham assaulted a household member June 6. She was taken into custody without incident and cited to appear in Orange County Superior Court. Read more
